Advisor Lewis
Strategic Advisor and Executive Mentor

Dr. Lewis Rasmussen brings over three decades of experience in strategic planning, program management, and business development across federal and international development sectors to his role at Electa Global. As Strategic Advisor and Executive Mentor, he provides long-term capture strategy guidance and executive mentoring to EGC clients, helping businesses build the strategic foundation they need to compete and win in the federal marketplace.

With deep expertise in negotiation, training, and small business GovCon access, Dr. Rasmussen has spent his career at the intersection of government, defense, and international development. He served with the U.S. Institute of Peace from 1988 to 2000, where he co-founded the international conflict resolution skills training program and initiated the military fellows program in collaboration with the U.S. Army War College. He went on to serve as the inaugural Director of the International Peace and Justice Center at Policy Studies Incorporated, focused on global health, criminal justice, and dispute resolution.
Lewis's 19-year tenure at Tetra Tech's International Development Services Division saw him serve as a Director of strategic planning and business development, providing program management, technical assistance, and thought leadership on the intersection of development assistance and security and stabilization. During that time, he also supported mergers and acquisitions, served on numerous internal committees, and acted as a small business liaison, participating in speaker forums, conferences, and active business partnerships. He subsequently served as Strategic Advisor for Development at Alutiiq, an Alaska Native Corporation, before joining the Strategic Capacity Group as Director of Strategic Growth and Development.

Dr. Rasmussen's commitment to the GovCon community runs deep. He served as a small business liaison at Tetra Tech, co-chaired the GSA OASIS OSIG State Department Tiger Team, and contributed to the Veterans Institute for Procurement curriculum, where he regularly chaired panels on improving small-business GovCon access. He is a founding Co-Chair and former Board Member of the Stability, Security, Transition & Reconstruction Division of the National Defense Industrial Association (NDIA), a Board Member of the NDIA Special Operations/Low Intensity Conflict Division, and a current Co-Chair of the Society for International Development's Peace and Security Working Group.

An active speaker, moderator, and presenter at industry and academic conferences, he brings that same thought leadership to clients at EGC, ensuring they benefit from the strategic insight and executive perspective that only decades of federal sector experience can provide.

Dr. Rasmussen holds a B.A. in Interpersonal and Organizational Communication, an M.A. in International Development and International Communication, and a Ph.D. in International Relations.
Jessica Swanson
Program Manager & Process Improvement Specialist

Jessica Swanson is a certified Project Management Professional (PMP) and business development strategist who helps federal contractors turn fragmented operations into streamlined, scalable systems. At Electa Global, she serves as Program Manager and Process Improvement Specialist, designing and implementing the operational infrastructure that allows GovCon businesses to pursue, win, and manage more federal work, without adding headcount.
Federal business development is demanding. Between capture tracking, proposal coordination, compliance documentation, and post-award management, even capable teams can lose hours to disjointed tools, manual handoffs, and ad hoc workflows. Jessica solves that problem. She builds integrated, AI-powered ecosystems tailored to how federal contractors actually work, centralizing knowledge, automating repetitive tasks, and connecting CRMs, project management platforms, and communication tools into a single, unified operation. The result is a business that runs leaner, responds faster, and scales with confidence from its first federal bid to its next major recompete.

With over seven years of experience managing projects and developing business strategies for organizations including Warner Brothers, TEDx, and Disney, Jessica brings a rare combination of creative problem-solving and disciplined execution. Her work across four countries and thirty-three international destinations has sharpened her ability to connect people across disciplines and cultures, a skill that translates directly into building cross-functional systems and aligning diverse teams around a common capture or proposal effort.
